Roger L. Anderson, Executive Director
Roger L. Anderson, Executive Director

Roger L. Anderson joined the New Jersey Educational Facilities Authority as Executive Director in October 2002. He has overall responsibility for the operations of the Authority, which provides financing for capital projects to all colleges and universities in the state. He is a member of the Committee on Governmental Debt Management of the Government Finance Officers Association.

Mr. Anderson served as Deputy Assistant Secretary (Federal Finance) in the U.S. Treasury Department from 1996 to 1999. At Treasury, he managed the annual issuance of $2 trillion federal debt, designed and implemented TIPS and redesigned both SLGS and Savings Bonds.

Also while at Treasury, he had regulatory oversight responsibility for the government securities market; chaired the Steering Committee of the President's Working Group on Financial Markets; served on the Advanced Counterfeiting Deterrence Steering Committee; and managed oversight of Sallie Mae.

In other public positions, Mr. Anderson was Deputy Comptroller for Finance of The City of New York, and served as a clerk to the chief judge of the United States Court of Claims.

Mr. Anderson's private sector experience includes serving as Executive Vice President at Elmrock Capital, Inc., and as an attorney.

A magna cum laude graduate of Cornell University College of Arts and Sciences with an AB in History, Mr. Anderson received his law degree cum laude from the University of Chicago Law School.

Barbara L. Cannon was appointed Deputy Executive Director of NJEFA in January 2003. In the absence of the Executive Director, she has overall responsibility for the operations of the Authority. Ms. Cannon serves as liaison to the Commission on Higher Education and the Public Library Advisory Construction Board. She manages the Authority's human resources; serves as Ethics Liaison Officer; and coordinates and manages the Authority's outreach activities, real estate inventory and Investor Relations Program.

Ms. Cannon served as an elected official in Old Bridge Township from 1984 to 2003. She was elected 3 times to serve as Councilwoman, served as Council Vice President and President, and was also elected 3 times (12 years) to serve as Mayor. Ms. Cannon was a member of the Township's Planning Board, Open Space Committee, Library Board and Economic Development Corporation. In other positions, Ms. Cannon Chaired Governor Whitman's Property Tax Commission, and served for 26 years as the Interlibrary Loan Coordinator for East Brunswick 's Public Library. She is presently a Trustee of the Old Bridge Public Library and a Board Member of Common Cause NJ.

Ms. Cannon is a graduate of the University of Minnesota with a BA in International Relations.

Mary Jane Darby joined the New Jersey Educational Facilities Authority in September 2002 as Director of Project Management with responsibility for statewide debt issuance by all colleges and universities in New Jersey, both Public and Private, and state-supported debt issues for higher education programs.

Ms. Darby has over 20 years experience in finance, including service as Vice President in the Public Finance Department of Tucker Anthony, Inc. of New York City and Fair Haven, N.J., and as First Vice President of the Public Finance Department of Ryan, Beck & Co., LLC of Livingston and Shrewsbury, N.J.

She has experience with fixed and adjustable rate financings, multi-modal composite issues, securitized pass-through certificates and both taxable and tax-exempt financings.

Ms. Darby is a graduate of Lafayette College with a BA in Economics and Business.

Sheryl A. Stitt joined the New Jersey Educational Facilities Authority in January 1999 as Director of Communications. She has overall responsibility for the Authority's external affairs, including legislative and regulatory affairs and marketing and public relations communications. During 2002, Ms. Stitt also served as Acting Executive Director with overall responsibility for the Authority, including statewide debt issuance by all public and private colleges and universities in New Jersey and the issuance of State supported debt for higher education and public library grant programs.

Her prior experience includes service in the Office of the Governor as an advisor on State Agencies and Authorities, including the Economic Development Authority, the NJEFA, Housing Mortgage Finance Agency, the Hackensack Meadowlands Development Commission, and the Casino Reinvestment Development Authority. Ms. Stitt also served as Legislative Liaison in New Jersey 's Department of Treasury, Executive Division, for the Department's Office of Management and Budget, Office of Public Finance and the Division of Pensions. In the private sector, she was a founding partner of Public Policy Advisors Inc., providing consulting services in the areas of legislative, governmental, regulatory affairs and public relations.

Ms. Stitt is a graduate of the University of California, Berkeley with a BS in Psychology. She is also a 2002 Fellow Graduate of Leadership New Jersey.

Marie P. Mueller, Controller

Marie P. Mueller joined the New Jersey Educational Facilities Authority in January 2008. As Controller, she has responsibility for the Authority's accounting and fiscal management.

From 1984 to 2007, Ms. Mueller served in various positions in the Finance Departments of several financial institutions including First Fidelity, Cenlar, JP Morgan Chase, United Trust, Community Bank of New Jersey and one REIT, Provident Senior Living Trust. Ms. Mueller has expertise in SEC reporting, financial analysis, internal reporting and planning, budgeting, cost control, regulatory reporting, cost allocation, strategic planning and asset/liability management.

Ms. Mueller holds a BS in Accounting from the University of Arizona and an MBA in Finance from Rutgers Graduate School of Management.

Katherine A. Newell joined the Authority as Senior Advisor in April 2005.  In February, 2009, Ms. Newell was named Director of Risk Management.  In that capacity, she is responsible for management of all legal matters and management of post issuance requirements for the Authority's bond transactions.  Prior to joining the Authority, Ms. Newell was a partner in the law firm of Gluck Walrath, LLP, and prior to that, in the firm of DeCotiis, FitzPatrick, Gluck & Cole, LLP.  During her years in private practice, Ms. Newell specialized in the areas of public finance, corporate, tax and securities law, including healthcare, higher education, housing and other mortgage backed securities, energy, utility, solid waste disposal and other project and public financings.  Ms. Newell served as bond counsel on numerous transactions on behalf of New Jersey's state authorities, county and municipal governments, as well as local improvement and utilities authorities.

In addition to engaging in the private practice of law, she was an Attorney-Adviser in the National Office of Chief Counsel to the Internal Revenue Service where she drafted tax legislation and regulations.  Ms. Newell was also Chairperson to the Pennsylvania Public Utility Commission's Consumer Advisory Council, an ex-officio member of the Pennsylvania Council on Utility Choice and an adjunct faculty member in Villanova University School of Law's Graduate Tax Program.

Ms. Newell holds a Bachelor's Degree in Mathematics from Temple University, a Juris Doctor from Villanova University School of Law and a Master of Laws in Taxation from Georgetown University Law School.
