| Vivian Altman, Chair |

Vivian Altman has
been an investment banker in public finance for over 22 years. In
October 2005, she joined J.P. Morgan Chase as an investment banker
in public finance. Prior to joining J.P. Morgan, Ms. Altman
had her own financial advisory firm, Altman & Co., and served
a wide range of clients including state and local governments and
authorities. In 1994 she was appointed to the Board of the
New Jersey Educational Facilities Authority and in 1995 became
its Vice Chair. In 1999, Ms. Altman was elected by NJEFA’s
Board to serve as Chair, and she continues to serve in this capacity
today. Ms. Altman also serves on the Board of the CARES Foundation,
a support and advocacy organization for families affected by the
genetic disease, Congenital Adrenal Hyperplasia.

Ms. Altman earned
an M.A. Degree in Economics from the University of Pennsylvania
and received her B.A. Degree in Economics from Barnard College. |

Jacobs, Esq. |

Roger Jacobs is an attorney
with offices in New Jersey and New York. He is married to
Robin Hodes
Jacobs, a CPA and has two children, Joshua, Cornell University
Class of 2006, and Rachel, a student at Newark Academy.
Mr. Jacobs graduated with honors from the School of Industrial Labor Relations
at Cornell University and New York University School of Law where he obtained
his Juris Doctor and a Masters of Law in Labor Law. Mr. Jacobs was the Elias
Lieberman Fellow in Labor Law. Mr. Jacobs has been elected to Who's Who of Emerging
Leaders in America, Third Edition and is an Adjunct Professor at Fordham Law
School and teaches at the Institute of Management and Labor Relations at Rutgers.
He served as Chair of the Committee on Labor Relations at the New York County
Lawyer's Association and as Chairman of the Committee on Sports Law. Mr. Jacobs
was a member of the Board of Directors of the Hamilton Madison Settlement House
in New York City and the New Jersey Y Camps. He also serves as Counsel to the
New Jersey Zoological Society.

He was a charter member of the
Editorial Board of the New Jersey Lawyer Newspaper. Mr. Jacobs is
a member of the Executive Committee of the United Jewish Communities
of MetroWest New Jersey and the New Jersey Jewish
News.
He is a frequent author and has published numerous articles in the labor law
field including Labor and Employment in New Jersey,
Lexis Publishing, 2nd Edition
2000; The Employment Handbook Kit, Lexis Publishing,
2nd Edition 1998; Legal Compliance Guide to Personnel

Felice
K. Vazquez |

Ms. Vazquez currently works
in the areas of redevelopment and land use at the law firm of Weiner
Lesniak, LLP. Prior to joining the law firm, Ms. Vazquez
served as Executive Assistant to the Director of Planning and Development
for the City of Elizabeth where she also formerly held the positions
of Public Information Officer and Legislative Specialist. Prior
to her work for the City of Elizabeth, Ms. Vazquez was a Project
Coordinator for the Gateway Institute for Regional Development
and the Assistant Director of Kean University’s Office of
Financial Aid

Ms. Vazquez is a graduate of Kean
University where she received both her Bachelor of Arts in Psychology
and her Masters of Public Administration. She is also currently
a law student at Rutgers School of Law in Newark. |
| David Rousseau, New
Jersey State Treasurer, ex

David Rousseau was confirmed by the State Senate and sworn in as State Treasurer on April 7, 2008. David Rousseau was sworn in as Acting State Treasurer on January 16, 2008, soon after Governor Jon S. Corzine announced his intention to nominate him to be State Treasurer.
Prior to becoming Acting State Treasurer, Rousseau served as Senior Advisor to the Governor for Budget and Fiscal Policy and Deputy State Treasurer. In those roles, he worked closely with the Governor and Treasurer in developing and implementing the annual State budget and other fiscal policy issues.
Mr. Rousseau has spent his career working at high levels on the State budget in the Legislative and Executive branches of New Jersey government.
He served as Deputy State Treasurer from 2002 until 2006 and provided policy guidance to the Governor, Treasurer and Governor's office on areas related to fiscal and budget policy including taxation issues, property tax relief and reform. He also oversaw the operations of the Office of Management and Budget and participated in the operations of the Division of Taxation, Division and Pensions and Benefits and the Office of Public Finance.

Mr. Rousseau was Senior Policy Advisor to the Senate President focusing on the budget before returning to the Treasury Department.
He served as the Budget Director for the Senate Democratic office from 1990 to 2002. He moved to the Senate staff after serving as Research and Project Coordinator for the Election Law Enforcement Commission.
Mr. Rousseau received a bachelor's degree from Temple University where he graduated cum laude. He holds an MBA from Rider University.
He is a lifelong Mercer County resident. He lives in Hamilton with his wife and two children. |
| Laurence M. Downes,

Laurence M. Downes is Chairman of the Board and Chief Executive Officer (CEO) of New Jersey Resources (NJR) and its principal subsidiary, New Jersey Natural Gas (NJNG). Mr. Downes joined NJR in March 1985 and was appointed Senior Vice President and Chief Financial Officer in January 1990. In March 1995, he was elected President and Chief Executive Officer of NJNG and a member of NJR's Board of Directors. In July 1995, he was named President and CEO of NJR. In September 1996, he was named Chairman of NJR's Board of Directors.
Mr. Downes received a bachelor's degree in business administration in June 1979 from Iona College and a master's degree in business administration from Iona in June 1981.

He is a Director and past Chairman of the American Gas Association and the Natural Gas Council, and a Trustee of the American Gas Foundation. He is Chairman of the New Jersey Commission on Higher Education and also serves as a member of the Board of Directors and Chairman of the Audit Committee of the New Jersey Schools Development Authority. In addition, he serves as a member of the Governor's Economic Growth Council and a member of the John J. Heldrich Center for Energy, Economic and Environmental Policy. Mr. Downes also serves as Chairman of the Finance Council of the Catholic Diocese of Trenton. Mr. Downes is also Vice Chairman of the Iona College Board of Trustees.
Mr. Downes was born in 1957. He resides in Princeton Junction, N.J.
